Is it safe for people to walk alone at night in Seoul?

Well, I don't think it's ever safe for people to walk alone at night anywhere. Foreigners/tourists like to experience the night life when they go to other countries & cities, but in reality, all cities have their dangers. I think it's better to have someone with you when you decide to stroll somewhere you've never been before. If you want to walk alone in Seoul, try enjoying the city lights before 10.
