Buying a rm 250 have a few questions?

the bike looks and runs pretty good expecially for the price its a 2003. the only thing is it fouls plugs for me to guess i would say its the jetting or it has been riden hard evouph. would like to know your opinion and maybe what to look at on the bike to make sure its not a huge problem. any help appreciated. thanks
