Is it illegal for a former partner to put a medical bill for our child in my name?

Former girlfriend ... 17 yr old daughter... ins provided by both myself and my husband...court order to pay half the medical bills however she refuses to send the bills to us. Now she is putting the bills in my husbands name. He hasn't even been told his daughter was sick. Isn't it illegal to accrue bills in another person's name?
