Universal binary and the one on the pc? is it possible to convert it?

i was wondering if it was possible to run a program on a pc that was made with universal binary by converting its binary code some way that could make it run on a pc. is that possible? to still have the program, but with different binary code. i don't like emulating because it bogs the system. just tell me yes or no and where can find that type of information. thanks
