Am i considered an american citizen?

Me and my friend had this argument that i couldn't run for presidency because of where i was born. i was born in seoul, korea but both of my parents were born in the states, and i spent almost most of my life in virginia. Can i still say that i am from virginia or does it go by where you were born???
